Organizations play a significant role in shaping how human trafficking is understood, discussed, funded, and addressed.
Over the past two decades, a growing network of nonprofits, advocacy groups, foundations, consultants, training organizations, and public-private partnerships has emerged around the issue. Some have provided valuable services, raised awareness, and supported victims. Others have faced questions regarding transparency, accountability, fundraising practices, public claims, or organizational conduct.
The purpose of this section is not to assume wrongdoing or dismiss legitimate anti-trafficking efforts. Rather, it is to examine the organizations that influence public understanding of trafficking and evaluate their claims, activities, and impact through records, reporting, audits, litigation, financial disclosures, and other available evidence.

One of the most influential organizations in the modern anti-trafficking movement, Operation Underground Railroad helped shape public perceptions of trafficking through fundraising campaigns, media appearances, documentaries, rescue narratives, and political relationships.
